Message of Condolence
We deeply mourn at the sudden and unexpected demise of Rowshan Ara Begum ppm, ndc, an Additional Inspector General of Bangladesh Police, and Rector of Police Staff College Bangladesh, who died in a road crash in a collision between a civilian lorry and the UN vehicle carrying her and others in capital Kinshasa on Sunday 6:30 pm local time. She went to Congo to attend the Medal Parade of BANFPU, Bangladeshi Police Contingent in Congo UN Mission (MONUSCO).
After earning a Master of Social Science degree from the University of Dhaka, Rowshan Ara Begum, ppm, ndc, joined Bangladesh Police in February, 1988 and served in a variety of high-profile positions including Assistant Police Commissioner of the Accounts Section, Reserve Office, Traffic Division and Training Unit of Dhaka Metropolitan Police. Due to her dedication and hard work, she was the first woman police officer in the Bangladesh Police given the responsibility of a Superintendent of Police (SP) at the district level. She successfully performed her duty as the SP of Munshiganj district from 1998 to 2000. She later served in different units as Deputy Commissioner, Additional Commissioner and Acting Commissioner of Police. She was promoted to the post of additional IGP on November 6, 2018.
She served as a crime analysis officer in a UN Peacekeeping Mission in Kosovo, and as Chief-of-staff in UNMIS-UNPOL Peacekeeping Mission in Sudan. At the same time, she served as ex-officio president of Women’s Network for UNMIS-UNPOL with members from 42 countries. She was also a recipient of UNMIK Medal and UNMIS Medal
Ms. Rowshan Ara got several prestigious awards of Bangladesh Police for her outstanding contributions to the services of Bangladesh Police. She was awarded President Police Medal (ppm). She was awarded with the “Inspector General Good Services Badge” twice for playing an important role in controlling militant activities, arresting militants, and recovering illegal drugs, arms, and ammunitions. She also successfully completed NDC (National Defense Course) in the year, 2015.
She was an upholder of women’s rights and worked with communities, political leaders, journalists, and others to create awareness of violence against women and children, by championing women’s rights issues and combating human trafficking. As recognition, in 1999, she was awarded the ‘Anannya Award’ given to an outstanding woman in Bangladesh from the national magazine, Anannya.
She left behind her husband, a daughter, colleagues, and a host of well-wishers.
Honorable Home Minister Md. Asaduzzaman Khan expressed profound shock and sorrow at the death of additional IGP Rowshan Ara Begum. Besides, Dr. Md. Javed Patwary bpm (bar), Inspector General Bangladesh Police and Mr. Mostafa Kamal Uddin, Secretary, Public Security Division, Ministry of Home Affairs mourned at her unexpected death in Congo.
